The goal of the program is that retention and learning outcomes in ECD through Grade 8 increased through a sustainable program by 2016
The Opportunity Schools program falls under the Education for Pastoralists Program (EfPP). The vision of this program is that all children under the ages of 17 living in Northern Kenya and other arid lands access their constitutional right to quality education.
The OS program centralizes on improved learning outcomes as a pivot for enhancing access, retention and progression at all levels.
The goal of the program is that retention and learning outcomes in ECD through Grade 8 increased through a sustainable program by 2016. This goal agrees with the global direction and emphasis as articulated in post 2015 deliberations and confirmed in National policy level documents (ref. the National Education Sector Support Program).


To achieve the above goal, the program seeks to achieve five (5) outcomes by 2016:
- Enrollment, attendance and completion increased by 5%, 60% and 30% respectively by 2016.
- 50% of pupils perform literacy and numeracy functions at their required grade level.
- Development of a citizen-led ECDE model.
- Citizen participation harnessed to support schooling and learning.
- Strong infrastructure instituted to support schooling and learning.
The program is being coordinated by WERK, and implemented by several partners who include:
- Ministry of Education Science and Technology – Education Department
- Kenya Primary School Heads Association (KEPSHA).

- Dupoto-e-Maa
- Illaramatak-Le-Empusel
